The Heights Condominium Association of Bloomington, Minnesota, is poised to embark on a substantial improvement project, with the City Council slated to host a

public hearing

on November 18. The session, scheduled for 6:30 p.m. at the Council Chambers in Bloomington Civic Plaza, will center on both the introduction of a Housing Improvement Area (HIA) ordinance and the imposition of associated fees on the units within.

Unfortunately, these improvements come with a hefty price tag that the unit owners are expected to foot, where the estimated total cost stands at $2,483,187, encompassing construction, administrative, soft costs, and financing. The expenditure would be allocated based on each housing unit’s assessed value including that of parking stalls owned.

This situation is further complicated by the right of homeowners to object to their inclusion in the HIA should they believe their property will not benefit from the proposed improvements. Proposing an amendment to the ordinance post-public hearing, the City Council has granted themselves a 60-day window to address any such objections, adding a layer of uncertainty to the proceedings for some residents.
