Queens Woman Charged in Organized Retail Theft of $1,500 in Fragrances from Plymouth Ulta Beauty Store

A 34-year-old woman from Queens, New York, is facing charges in an organized retail crime ring after being accused of stealing nearly $1,500 in fragrances from an Ulta Beauty store, stated by the Plymouth County District Attorney’s Office. Johana Margarita Luis Quispe was arraigned charges of Larceny Over $1200, Organized Retail Crime, Shoplifting by Asportation, and Conspiracy, pleading not guilty. According to the

On August 31, police responded to the theft report at Plymouth’s Ulta Beauty, with store manager’s testimony and surveillance footage indicating that two women and a man were involved in the theft of 34 fragrance bottles. Special bags were used to evade detection during the theft. The investigation identified Quispe as one of the culprits in the crime ring, which included an instance of theft involving various face serums. Following an unrelated retail crime in New Jersey that led to her arrest and subsequent court no-show, Quispe was extradited from New Jersey to Massachusetts.

DA Tim Cruz, who established an Organized Retail Crime Task Force in January, highlighted the broader issue of retail theft stating, “Retail theft collectively costs communities billions annually, undermining local economies and threatening the viability of storefronts in neighborhoods across the country.” Cruz’s concern also extends to “more brazen and violent” criminal tactics becoming prevalent, raising safety concerns for everyone involved. The task force is expected to convene again next Thursday, as efforts to combat such crimes continue, as per the

Quispe is due back in court on December 12, and the case serves as a stark reminder of the challenges retail businesses face from organized crime. The DA’s efforts underscore the persistent threat these crimes pose, not just in monetary losses, but in their potential to disrupt lives and compromise safety in community shopping districts. For now, the taskforce’s upcoming meeting and enhanced cooperative efforts among various stakeholders aim at curbing this ongoing issue.
