Minneapolis Park and Recreation Board Launches Public Comment Period for Draft Cannabis, Tobacco, and THC Policies

The Minneapolis Park and Recreation Board (MPRB) announced on Monday that it has formally opened the public comment period for its proposed Tobacco and Cannabis Policy and a separate THC Policy. With the goal of modernizing and regulating the sale and use of cannabis and THC products in public areas, this action invites community input throughout a sixty-day period that ends on January 21, 2025.

The project aims to completely incorporate cannabis into the current Tobacco Policy, which will be renamed appropriately, and to implement new rules controlling the sale of edibles and drinks that contain THC. The legalization of cannabis by the State of Minnesota last year led the MPRB to act quickly and create a strategy that complies with state law while taking local concerns into account. In keeping with MPRB’s efforts to guarantee an inclusive public involvement process, the draft policies are accessible for review in a number of languages, including English, Spanish, Hmong, and Somali.

Anyone interested in contributing can do so by completing the MPRB public comment survey. The timeline outlining the policy refining process, which will continue until early next year, includes this period of public discussion as a crucial phase. A compilation of public comments will inform future policy changes when the comment period ends.

While local governments are free to apply their own limits, MPRB’s approach aims to comply with Chapter 63, H.F. 100, a law approved during the 2023 legislative session that allowed the smoking and vaping of cannabis products on public land. In order to complete the process, the Minneapolis Park and Recreation Board plans to have a public hearing in March 2025 and propose the draft policy to the board commissioners.
