Dallas Voters Usher in New Era with Passage of Marijuana Decriminalization Measure, Proposition R

According to an article by the City of Dallas, the approval of Proposition R, also known as the Dallas Freedom Act, marked the beginning of a new era for marijuana possession regulations in the city. Voters overwhelmingly approved the proposition on November 5, which resulted in a change to the city’s policy regarding Class A and B misdemeanor marijuana possession.

The Dallas City Council had no choice but to let democracy take its course and put Proposition R on the ballot in response to the petition supported by a sizable portion of the electorate. The legislation represents a growing national trend toward decriminalizing marijuana possession to varying degrees. The City of Dallas claims that because the city council was legally powerless, Ground Game Texas, who first presented the idea on June 24, was able to push it forward.

Proposition R’s passing requires the Dallas Police Department to change course, giving other offenses priority over marijuana possession unless they are directly related to a violent felony or felony narcotics investigation. This directive also restricts the use of city funds for THC testing, with exceptions made only in cases of violent felony investigations or public safety concerns. These changes reflect a change in the municipality’s resource allocation. In a statement, interim city manager Kimberly Bizor Tolbert reassured the public that the city will follow the new rules while maintaining its emphasis on public safety.
