An executive order signed by Governor Greg Abbott specifically targets the Chinese Communist Party’s (CCP) efforts to forcefully return Chinese dissidents from Texas. Abbott has directed the Texas Department of Public Safety (DPS) to vigorously investigate and prosecute those engaged in such CCP-led operations in an effort to protect the state’s citizens, especially those of Chinese heritage.

Abbott characterized the CCP’s “worldwide harassment campaign” as the reason for this action. Abbott claimed in a statement posted on the Office of the Texas Governor’s website that “the Chinese Communist Party has engaged in a worldwide harassment campaign against Chinese dissidents in attempts to forcibly return them to China.” “Texas will not allow the Chinese Communist Party or its vile proxies to harass or coerce the more than 250,000 people of Chinese descent who lawfully reside in Texas,” he continued. Texans’ safety, well-being, and welfare are of utmost importance. On behalf of this hostile foreign foe, I instructed the Texas Department of Public Safety to track down and prosecute anyone who harass Texans. We’ll keep doing everything in our power to shield Texans from the Chinese Communist Party’s illegal and oppressive activities.

The Texas Fusion Center, which evaluates instances of foreign intimidation within Texas’ boundaries, is a part of this collaboration. They will work together to create plans to lessen these coercive actions and strengthen defenses against them.

Now, Texans have the option to notify authorities directly of any suspected activity connected to the Chinese Communist Party (CCP). The Department of Public Safety (DPS) will offer training and policy suggestions on how to respond to these risks by January 15, 2025.
