Juvenile Charged, Two Adults Arrested in Mooresville Hit-and-Run Fatality

After 20-year-old Shaelyn Ellen Bell was killed in a hit-and-run in Mooresville, two adults have been arrested and a juvenile has been accused.According to WBTV, the event happened early on September 15 on Rocky River Road, close to Milroy Lane and Royalton Road.

When Mooresville Police arrived on the site after midnight, they discovered that the victim had been hit by a car that had then driven away. According to QC News, a minor later turned themself up with legal representation and was accused with a number of crimes, including misdemeanor death by motor vehicle and felony hit-and-run. The minor was returned to their parents’ custody following processing.

Two adults, Scott William Hughes, 58, and Elaine Marie Hughes, 56, were arrested as a result of the ongoing investigation and are facing criminal accessory after the fact charges. Elaine Hughes was detained on November 13 with a $10,000 bond, while Scott Hughes was arrested on November 16 with a $15,000 bond, according to WCNC.

Along with the previously mentioned accusations, the minor was cited for using a mobile device while driving under the age of eighteen and faces a misdemeanor provisional license violation after nine o’clock at night.
