25-year-old Houston Man Killed in Semi-Truck Wreck in Nolan County; Weather Conditions a Factor in Crash

HOUSTON Tex. (DDN) – A Houston man died Thursday in a deadly car crash in Nolan County, according to a Texas Department of Public Safety media release.

Cesar Josevan Espinosa Manso, 25, was declared dead at the site of the accident. His family was informed of his death on Thursday afternoon.

The crash happened at approximately 8:15 a.m., according to the preliminary investigation conducted by the DPS. Manso was driving a 2017 Peterbilt with a semi-trailer attached to it. He was headed southeast on State Highway 153.

The second vehicle was a 2020 Kenworth dump truck that was driven by Todd Gregory Bollinger, a 60-year-old man from Roscoe. The truck was towing a semi-trailer and entered the highway from County Road 196.

Bollinger pulled in front of Manso’s vehicle, according to the DPS investigation reported in the media release. Manso was unable to maintain his speed and collided with the back of the vehicle that Bollinger was towing.

As a result, Manso’s truck flipped over into the west borrow ditch, while Bollinger’s vehicle jackknifed in the middle of the highway.

The incident took place in a construction zone where the speed limit was 65 miles per hour, and the weather was foggy, according to the announcement.
