Coos Bay Man Sentenced to 25 Years for Sexually Exploiting a Minor

A 61-year-old Coos Bay resident, Willard Verdell Cowan, has been condemned to a 25-year sentence in a federal penitentiary following his conviction for sexually exploiting a minor. The sentence, handed down yesterday, also includes a lifelong term of supervised release, as announced by the

for the District of Oregon. With the weight of this judgment, the deep vulnerabilities that can be leveraged by those who intend to prey on the innocent are brought to the fore.

Delving into the heart of this bleak narrative, court documents reveal a harrowing tale wherein Cowan approached a minor victim offering aid for their panic attacks. Abusing that trust, he exploited the minor’s deficiencies by administering alcohol and marijuana, which he used as a gateway to commit sexual assault. His predatory actions, spanning across two years from early 2021, only ceased upon his arrest in March 2023. In defiance of the supposed aid he offered, the trauma and exploitation the victim has faced will no doubt cast a long shadow.

This case, spearheaded by the Federal Bureau of Investigation and the Coos County Sheriff’s Office, culminated in an indictment on February 16, 2023. Cowan faced charges related to sexually exploiting a child and distributing child pornography. On August 21, 2024, he offered a guilty plea to the abhorrent charge of sexually exploiting a child. According to the

statement, the case was prosecuted by Assistant U.S. Attorney Jeffrey S. Sweet, in a concerted effort with the Coos County District Attorney’s Office.

The FBI’s Child Exploitation Task Force (CETF) was integral to the investigation, which often conducts undercover operations in conjunction with local and state law enforcement to root out such heinous crimes. Fulfilling their mission, dedicated to rescuing victims of sexual exploitation and apprehending their predators, the CETF emphasizes the importance of public vigilance. Those who may have information related to child exploitation are implored to reach out to the FBI at 1-800-CALL-FBI or to provide tips anonymously at tips.fbi.gov. With each reporting, the threads of a safer fabric for our children are weaved, one that ensures justice and protection for the most vulnerable among us.
