Eugene and Springfield Police Uncover Extensive Drug Network with Multiple Arrests and Seizures

The Eugene Police Street Crimes Unit (EPD SCU), working with the Douglas Interagency Narcotics Team (DINT) and other law enforcement agencies, successfully executed a coordinated operation that resulted in the seizure of drugs, cash, and a firearm as part of a major crackdown on the illegal drug trade in Eugene. Following a month of observation of a suspected narcotics trafficker, EPD SCU and DINT launched the operation, which resulted in the execution of three search warrants in Lane County on Monday, according to the City of Eugene.

Three people were apprehended by law enforcement during the execution of these orders. Heather Lee Brown, 39, was arrested at the first site, which was in Springfield near the 1800 block of M Street. Along with more than 250 grams of heroin and more than half a kilogram of probable methamphetamine, the EPD SCU also found narcotics paraphernalia and almost $16,000 in cash. Andrew George Solomon, 40, was arrested at the second location, located at the 2700 block of Elysium Avenue, for the unlawful delivery of methamphetamine, a controlled substance. Over 100 grams of psilocybin mushrooms and an unreported quantity of US money were discovered by investigators at Solomon’s home. Seven weapons and a substantial inventory of different substances were found at the third address, which was suspected of being a drug stash house.

In relation to these instances, EPD SCU and DINT noticed relationships that went beyond simple possession. Solomon was seen regularly visiting the third searched location, which is thought to be a key component of the drug distribution network and is situated in Eugene’s 300 block of Rutledge Street. Authorities found significant amounts of heroin, cocaine, MDMA, and associated distribution apparatus there, in addition to almost four pounds of methamphetamine.

The people implicated have been charged with several crimes as a result of the findings at these sites. A number of charges are still pending against Solomon for their alleged involvement in drug trafficking, including Felon in Possession of a Firearm, Unlawful Manufacture and Delivery of Controlled Substances, and Child Neglect in the First Degree. Brown has been accused of child neglect as well as illegally delivering and possessing heroin and methamphetamine. In addition, two other people, Tina LouAnn Rochelle and Stephen Scott Rochelle, have been charged with conspiring to make and distribute drugs and are being sent to Lane County Circuit Court for further proceedings.

The Eugene Police Special Investigations Unit, DINT, EPD SCU, and the Drug Enforcement Administration (DEA) have worked together to successfully dismantle a portion of a drug trafficking network that constituted a serious threat to the community. The investigation is still ongoing and could result in additional charges, but all of the individuals have been placed under arrest at Lane County Jail.
