With $20 million in restitution to the Navy also on the docket, along with a $150,000 fine, the effects of his crimes ripple outward. According to the U.S. Department of Justice, Francis pleaded guilty to conspiracy to commit bribery, bribery, and conspiracy to defraud the United States, plus failing to appear for his original sentencing.
