Fayetteville Contractor Charged with Fraud for Failing to Complete Paid Work

After taking cash for building work he never rendered, a man from Fayetteville is charged with breach of contract. After an investigation by the Criminal Investigations Division of the N.C. Department of Insurance, Pernell Junior Shoulars, 46, was charged with obtaining property by deception and neglecting to do work after receiving money.

According to a report by the North Carolina Department of Insurance, a contractor named Shoulars allegedly accepted $6,000 to do concrete construction, but he never started. According to reports, the tragedy occurred on January 19, 2024. After being taken into custody last Wednesday, Shoulars was eventually freed on an unsecured bond of $10,000.
