Cases of suspected criminal activity are being prosecuted by the DeKalb County justice system inside its jail. According to comments made public by the DeKalb County District Attorney’s Office, former Deputy Joann Marks is charged with several offenses, including First Degree Sexual Contact by an Employee or Agent and charges related to giving contraband to an inmate. Tobias Woods, a former prisoner, has been charged with grave offenses in connection with the drug overdose death of another prisoner.
After jail staff discovered smokes and a mobile phone during a cell search, an investigation indicated that Marks had provided the inmate with these materials. This prompted Marks to confess to supplying the contraband and having intercourse with the incarcerated individual, according to the district attorney’s office. Marks turned herself in and was processed by the DeKalb County Jail following her confessions. She is awaiting her arraignment on December 23.
Tobias Woods is charged with Felony Murder and Distribution of Controlled Substances, which are unrelated to Marks’ case. Following Christon Collins’ death from a fentanyl overdose while in detention, he was charged with murder. Collins exhibited concerning conduct on March 13 that was captured on surveillance film from the DeKalb County Jail. As a result, jail authorities eventually realized that Collins needed immediate medical assistance.
After conducting an autopsy on Collins and verifying the overdose, the DeKalb County District Attorney’s Office concluded that Woods sold the narcotic to Collins. Importantly, witnesses say Woods attempted to conceal Collins’ illness in order to prevent his role from being discovered. Woods, who was arrested the day after his indictment, will shortly be arraigned; the date of his court appearance is yet to be decided.
Regardless of their status as prisoners, District Attorney Sherry Boston emphasized in a forceful statement the ongoing nature of the inquiry and the significance of bringing justice to everyone: “Our investigation into the death of Christon Collins and how those deadly drugs got into the jail is still open and active,” Boston stated. According to the DeKalb County District Attorney’s Office, “Crimes that occur inside the jail will not be ignored just because the people impacted are behind bars.”
