Houston Nonagenarian Couple in 26th Protest Against Parole for Daughter’s Killer

Ninety-three-year-old Jo Rita Kaltwasser and her husband Loy Dell are once again protesting the parole of Louis Phillip Wright, the man who killed their daughter, Judith Ann Watson, and her husband, Larry Watson, in 1976. This marks their 26th protest. On June 1, 1976—a day that is both Jo Rita’s birthday and the day of the murders—the young couple was tragically killed. As reported by FOX 26 Houston, the couple has remained steadfast in their belief that justice for their daughter means keeping Wright in prison.

The Kaltwasser family faces the painful reality of parole hearings every few years, having to repeatedly fight against Louis Phillip Wright’s release, despite his serving three life sentences. Though Wright was initially approved for parole in the early ’90s, he has been eligible for reconsideration multiple times. Despite his health struggles, Loy Dell continues to stand by his wife in their ongoing battle.

Jo Rita told abc 13, “What sticks with me is that our daughter wanted us, probably, and we weren’t able to help her.” Louis Phillip Wright, who pleaded guilty to the murders, has been up for parole 17 times between 1984 and 2011.

A 2005 state law allows the parole board to defer future parole hearings for up to five years for the most dangerous offenders, but Wright has often faced shorter intervals. A spokesperson for the Texas Board of Pardons and Paroles explained the varying denial periods, citing a belief in the rehabilitative purpose of incarceration. The parole board is expected to make a decision on Wright’s case next month.
