Kaua‘i Police Commission Clears Chief Raybuck of Retaliation Allegations and Prepares for Leadership Transition

After reviewing two allegations alleging retaliation against officers, the Kauai Police Commission recently declared that it will not pursue any further action against Police Chief Todd Raybuck. In an executive session yesterday, the complaints—known as KPC 2024-005 and 2024-006—were addressed. As if to start a new chapter, the Commission also discussed Chief Raybuck’s impending retirement, which he had told Kauai Police Department staff earlier on November 13. The Commission has decided to establish two authorized interaction groups to expeditiously provide recommendations for the appointment of a new chief of police and an interim chief, according to the official statement issued on the County of Kauai.

The Kaua i Police Commission Rules 4-1 through 4-3 provide instructions for the selection procedure of a new chief. But there is an orderly point to be aware of. The minimal qualifications for the Chief of Police position were altered in 2020 by an amendment to the Kauai County Charter. The 2018 amendments to the Police Commission’s rules have not yet been modified to take these developments into account. The Kaua i Police Commission’s website and the county portal, respectively, provide access to the Commission’s formal regulations as well as the language on chief of police qualifications included in the current County Charter.

It has been made clear that there is no severance agreement pertaining to Chief Raybuck’s departure and that his choice to resign is unrelated to any settlement with the Commission.
