Maine Man Charged With Attempted Murder and Arson Following Active Shooter Incident in Rumford

Authorities say a man from Maine is facing a number of serious charges after he reportedly started a “active shooter” situation in the Rumford Corner Village neighborhood earlier this month. The Maine Department of Public Safety has charged Billy Morvent, 59, with three counts of aggravated attempted murder, one act of arson, three counts of criminal threatening with a dangerous weapon, and one count of aggravated criminal mischief.

Authorities describe a terrifying series of events that took place on November 5: at approximately 8 p.m., shooting was heard coming from Morvent’s home on Route 232. According to NBC Boston, Morvent allegedly went on what was called a spree, crashing his car into another house and shooting people and the building with a weapon before setting it on fire. As the Rumford neighborhood was ordered to hunker down in place, three people sought refuge in a ditch amid the resulting panic.

After Morvent fled into the neighborhood, the situation worsened. A protracted search was conducted until he was found with a gunshot wound to his head that he had self-inflicted at around one in the morning. Earlier this month, Tony Milligan, the chief of police in Rumford, stated that Morvent’s calm surrender was made possible thanks in large part to the efforts of negotiators. Police descended on the scene, forming a sizable presence until the matter was finally resolved.

According to Bangor Daily News, Morvent was first sent to Rumford Hospital after turning himself in, and then he was moved to Maine Medical Center in Portland to receive treatment for his potentially fatal wounds. Despite the seriousness of the situation and the possibility of further serious casualties, Morvent was the only person reported injured. Several firearms, including an AR-style rifle and a large amount of ammo, were later found at his home by officials.
