. Howse officially signed a voluntary agreement to resign on November 1, as the obtained records confirm.
One of the harassment complaints was submitted by an employee in early October, discussing an overheard conversation with Howse about a Brazoria County colleague enduring marital intimacy problems. Howse recounted how this judge and his wife received massages and how interactions between the judge and a male masseuse evolved from casual coffee meet-ups to an intimate affair, according to the

. The narrative took an unsettling turn when the embattled justice expressed his contemplation of similar encounters, and texted to the employee after their talk.
This wasn’t the first instance of Howse’s inappropriate conduct. Previously, Howse had been instructed to undergo sexual harassment training in 2023 following texts sent to a female county worker that alluded to his indecent thoughts.
