, the unsettling discovery was made after MPD and firefighters responded to a vehicle fire on the morning of July 20, at the corner of Weaver and Tully Roads. Following the extinguishment of the fire, the vehicle, and Webb’s remains went unnoticed for two days as it was towed to the city impound lot and remained there.

The body went unnoticed, despite the subsequent MPD report and forensic photography taken at the scene. In a statement obtained by

, MPD explained that although investigators took photos and completed a report when the vehicle was towed to impound, neither the firefighters nor police “could clearly see charred remains inside the burned vehicle.”

It was not until July 22, that an MPD officer, specializing in VIN identification, found the charred remains in the rear passenger area of the burned-out vehicle. This discovery prompted MPD Chief CJ Davis to announce an internal review to determine what occurred, as reported by
