The Environmental Protection Agency (EPA) has a system in place to track the ever-critical journey of hazardous waste – from its point of origin to its ultimate disposal. The EPA’s Hazardous Waste Electronic Manifest System, also known as e-Manifest, is the central hub for this information. According to a recent release byRamsey County, waste generators, those who produce hazardous waste, are held accountable for their product indefinitely, making an effective tracking system essential for mitigating liability.
To ensure all goes according to the book, “generators are responsible for ensuring the recorded information is accurate,” meaning they need to regularly check the e-Manifest. Traditionally, these records were managed using paper manifests, but even though these may still be used, generators must understand that the official record is now digital. The pivot to digital allows up to 45 days from shipment for the manifest details to be accurately uploaded to e-Manifest, thus requiring generators to carefully keep any paper records until such time.
During routine inspections, regulators might request to see proof of proper disposal. To comply, generators can present this information by either logging into e-Manifest or, if still available, by providing paper or scanned electronic copies of manifests. Ramsey County authorities reiterate that both methods are currently acceptable within the county.
The logistics for the receiving facilities have also been streamlined. Receiving facilities are no longer mandated to distribute final manifest paper copies to larger generators, as those details need solely to be sent directly to e-Manifest. The only exception exists for very small quantity generators who may or may not receive paper manifest copies from these facilities. Nevertheless, facilitating ease of access to e-Manifest includes “practice accessing e-Manifest regularly,” with reminders set to ensure information is accurately entered within the 45-day post-shipment window.
Tips on making the best use of the EPA’s e-Manifest system are available for users to explore. Stakeholders are urged to visit the EPA’s FAQs, to set reminders for shipment checks, and to sign up for the e-Manifest newsletter, which contains a wealth of data, including information updates and forum discussions around the e-Manifest system. These resources aim to assist in smooth adaptation to e-Manifest, ultimately securing hazardous waste transportation and liability documentation in the digital age.
