Rockwall County Justice of the Peace Mark Russo Secures Spot in TAC Leadership 254 Program

To further strengthen local government leadership, the Texas Association of Counties (TAC) awarded Rockwall County Justice of the Peace Mark Russo a scholarship, allowing him to become one of the county officials participating in the Leadership 254 program. This project, which was announced on the Rockwall County website, aims to improve county officials’ capacity to handle the unique challenges associated with public service. Russo will take part in the Leadership 254 class in 2025–2026, along with classmates from a variety of Texas county offices.

Beginning in February 2025, the 14-month curriculum consists of four training modules that run two to three days each. With an emphasis on introspection, development, and change, Leadership 254 works on the foundation that building leadership skills is essential to bringing about constructive change in Texas counties and, consequently, the state. TAC demonstrates its dedication to empowering county authorities by underwriting participants’ tuition.

Established in 1969, TAC provides services and promotes the vital function of county governments while acting as a collective voice for all 254 Texan counties and their executives. In keeping with their goals, TAC’s commitment to communicating the county viewpoint to state representatives and the general public in Texas is demonstrated by Leadership 254.

A Rockwall County notice confirming Russo’s scholarship award demonstrated the county’s interest in strengthening its officials’ leadership abilities. With its extensive curriculum and hands-on approach, the Leadership 254 program embodies TAC’s purpose to serve and unite Texas counties for better local governance.
