Authorities have confirmed the arrest of 24-year-old Kevin Omar Ramirez following an in-depth homicide investigation in the City of Vista. Ramirez, detained by Immigration and Customs Enforcement Agents at the San Ysidro Port of Entry on Sunday, was booked on a Homicide Warrant connected to a January 5, 2023 incident, according to a
