Southeast Missouri Man Sentenced to Over 14 Years for Child Pornography Crimes

A southeast Missouri man received a heavy sentence for crimes related to child pornography this week. U.S. District Judge Stephen N. Limbaugh Jr. handed down a sentence of 179 months in prison to Justin Wade Welker, 40, who had admitted to receiving and possessing child sexual abuse material. Welker was identified during an investigation initiated by the FBI office in Detroit, which caught two individuals using the Kik messaging app to discuss engaging in sexual acts with a minor.

, one of the conversation’s participants was traced back to Welker’s residence in Sedgewickville, Missouri.

Welker’s involvement with the illicit content came to light after FBI agents confronted him at his place of employment. In that interaction, he confessed to viewing child pornography through the Kik platform. Agents subsequently found incriminating materials on Welker’s phone. He pleaded guilty back in August to one count of receipt of child pornography, in a case prosecuted by Assistant U.S. Attorney Julie Hunter.

The investigation into Welker’s activities was a collaborative effort between the FBI and the Bollinger County Sheriff’s Office. The case falls under the purview of Project Safe Childhood, a Department of Justice initiative dating back to May 2006. This program unites the efforts of various levels of government to address the growing concern of child sexual exploitation and abuse, with a particular focus on internet-related crimes. The initiative has the goal of leveraging federal, state, and local resources to more effectively locate and prosecute offenders while prioritizing the identification and rescue of victims.
