A Pennsylvania man is under scrutiny after reportedly sending his neighbor disturbing and violent messages, prompting law enforcement to label him a “potential serial killer.”
Dylan Bish, 19, found himself in police custody on March 13, as Koppel Borough Police acted on an investigation sparked by a woman’s report regarding a series of concerning notes. In a Facebook post announcing the arrest, police said that Bish was allegedly the sender of a handwritten note addressed to a female neighbor who lived near him.
Police reports reveal that the note detailed Bish’s purported intentions, including a chilling wish to “dismember” her body “with a chain saw” and “sexual desires with her corpse.” He reportedly claimed to have already taken the lives of 20 women, stating that she was to be his “next victim.”
Authorities indicated in their announcement that Bish’s purported fantasies extended beyond merely his handwritten notes. In a recent update, authorities revealed that during an interview with Bish, following the administration of his Miranda rights, he allegedly expressed an obsession with the woman to whom he had sent the notes, claiming he would not cease his fixation until she was “dead.” Bish provided police with a detailed account of his intentions to dismember her in the woods this summer.
In a recent police interview, Bish allegedly revealed that he pursued studies in criminal justice and forensic science specifically to understand the workings of law enforcement, including the FBI, in order to avoid being apprehended.
Police report that Bish is accused of leaving the woman her first note in November 2024. The contents of that note were said to be less explicit and appeared to be a strategy to encourage the woman to reach out to him. A note identified the woman by name and contained a phone number that was subsequently found to belong to Bish. A note allegedly targeting Bish was discovered at her residence, prompting her to notify law enforcement.
A subsequent note purportedly authored by Bish was found at her front door, featuring disturbing and aggressive language. According to court documents acquired by WPXI, a local NBC affiliate, the second note reportedly expressed the writer’s intention to dismember her body and “consume her brain.”
The author remarked in the message, “I’ve been observing you from my perspective [in] front of your residence [your] space is packed with CDs.” According to WPXI, the individual claiming to be a victim showcased vinyl records in her residence.

The alarming content of the second note prompted state police to launch an investigation into the identity of the writer.
On March 10, authorities received a text from the number they had previously attempted to reach, according to WPXI. According to court documents, authorities revealed that the message was directed at the purported victim, ominously suggesting she would be his next target, along with other gruesome specifics, such as the intention to “smash her skull.” Authorities have obtained a disturbing video depicting an individual being skinned and restrained.
At this juncture, law enforcement informed the purported victim and reached out to detectives in Beaver County. Through the use of the phone number, along with email and IP addresses, authorities successfully pinpointed Bish as the suspected author of the notes and the text. In a shocking turn of events, Bish reportedly confessed during a police interview to sending the notes. However, he maintained that he never harmed anyone, despite his chilling claims of having killed 20 women. He also revealed feelings of loneliness and a desire for a friendship with his alleged target.
Authorities indicated that the arrest may have thwarted a potential homicide and the emergence of a possible serial killer, citing the alarming details revealed during Bish’s interrogation.
Bish has been taken into custody by the Koppel Borough Police and is currently held at Beaver County Jail with a bond set at $1 million. A magistrate judge has mandated a mental health evaluation prior to his release. Bish faces serious charges including stalking, making terroristic threats, harassment, and harassment through anonymous communication. A preliminary hearing is set for him on March 28.
